Utility Services-Payment Options

​​​​​The utility bill is sent out every month. Payment is due on the 15th of each month with a grace period to that last working day of the month. Payments received after the delinquent date will be subject to late fees/penalties. You can pay your bill using the following methods:              

  • Automated Bill Pay​
    Sign up for this free service and your bill will be automatically be deducted from your checking account on the scheduled due date. Please complete the Automated Bill Pay Form and submit with a voided check to the Finance Department. Important: Continue to pay your utility bill each month, until the notice "BANK DRAFT" appears on your billing statement.
  • Utility Services-Online Payment
    You may pay your bill on-line with a Visa, Mastercard or Discover card by clicking here. Online credit card payments are not automatic and you are responsible for checking your online billing statement monthly and authorizing payment by the delinquent date.
  • Pay-by-phone
    Use our automated phone system to pay by VISA Mastercard, or Discover . These payments are a one-time transaction. This option is available 24/7 at no cost for the customer. Please call 209-456-8740 and follow the prompts to make a payment.
  • By Mail
    Mail in your check or money order . Please make checks payable to City of Manteca.

  • In Person
    Pay in person at City Hall. Payments are accepted at the Finance Department during normal business hours. After hours, you may drop your check or money order (no cash please) in the drop box located in the parking lot.
  • Low Income Assistance
    Reduced rates for qualified low income seniors is available. Inquire at the Finance Department, or download the Senior Sewer Rebate and Senior Refuse Discount​ ​form, complete as outlined on the form and submit to the Finance Department for approval with all required income and age verification.


  • Paperless Billing
    Online paperless billing is available free of charge to all customers. Once enrolled in this service, an electronic bill will be sent to you monthly. To sign-up for Paperless Billing click here. To login you will need your account number and the last name of the account holder. Once logged in, select eBill Enrollment.
  • On-line Account Access
    Online account access is available free of charge to all customers. To login you will need your account number and the last name of the account holder. On-line access allows you to review information such as Billing, Balance, Meter Reading and Usage history. You may also pay your bill with a Visa, Mastercard or Discover card.
