SJC Small Business Assistance and Personal Protective Equipment Grant Programs
To mitigate the impact of COVID-19 on San Joaquin County businesses and their employees, the County of San Joaquin is operating three cash grant programs to assist small businesses with up to 250 employees and a separate grant program for directly obtaining Personal Protective Equipment (PPE) supplies.
The objective of these grant programs is to offer immediate financial assistance to small businesses located in the boundaries of San Joaquin County, in both the unincorporated and incorporated portions of the County, to address unfunded expenses resulting from impacts caused by the COVID-19 pandemic. The focus is reimbursement for COVID-19 related expenses realized.
Available San Joaquin County Grant Programs
The Micro Business Assistance Grant Program is intended to assist businesses with zero full-time employees (other than the business owners). The maximum grant is $4,000.
The Small Business Assistance Grant Program is intended to assist businesses with between 1 and 50 full-time employees. The maximum grant is limited to the number of full-time employees multiplied by $2,000.
The Enhanced Small Business Assistance Grant Program is intended to assist businesses with between 51 and 250 employees. The maximum grant is $100,000.
The Personal Protective Equipment Grant Program is intended to provide businesses of any size with PPE supplies, such as masks, which will be available for pick-up at a location determined by the County.

GO-Biz Hosting Webinars for Businesses Interested in Applying for $80 Million in Tax Credits
The next California Competes Tax Credit (CCTC) application period starts Monday, July 27, 2020, with $80 million in available tax credits. Businesses interested in applying can register to view a live webinar explaining the application process.
The deadline to submit applications is Monday, August 17, 2020, at 11:59 p.m. (Pacific Time) and the online application website will automatically close once this deadline has passed. The online application can be accessed starting July 27, 2020, at www.calcompetes.ca.gov.

About California Competes
California Competes Tax Credit is an income tax credit available to businesses that want to come to California or stay and grow in California. Tax credit agreements are negotiated by GO-Biz and approved by a statutorily created “California Competes Tax Credit Committee," consisting of the State Treasurer, the Director of the Department of Finance, the Director of GO-Biz, and one appointee each by the Speaker of the Assembly and Senate Committee on Rules.

Regional Revolving Loan Programs and Resources
San Joaquin Revolving Loan Fund (RLF)
The $10 million San Joaquin County Revolving Loan Fund is administered by San Joaquin County Economic and Employment Development Department (EEDD). RLF offers gap financing assistance to business owners or entrepreneurs in San Joaquin County for working capital, equipment, leasehold improvements, and purchase of land and buildings to be used by the business.
RLF takes a subordinate position to conventional commercial lenders and SBA. RLF also considers loans with limited collateral and will offer terms of debt repayment. The RLF guidelines seek one job created or retained for each $20,000 of RLF dollars loaned.
- Interest rate deductions are available if the applicant is an export business or contracts to hire through the San Joaquin County EEDD.
- Loans available from $25,000 to $1 million.
- Flexible repayment terms and no pre-payment penalties.
Small Business Administration - SBA 504 Loans
The Tracy/San Joaquin County Certified Development Corporation (CDC) is the authorized provider of SBA 504 financing in San Joaquin County. A 504 loan provides long-term, fixed-rate financing at a reasonable interest rate, typically only 10%, for the purchase of long-term fixed assets such as land, building, and/or certain equipment.
Industrial Development Bonds (IDBs)
Small- and medium-sized manufacturers may benefit from Industrial Development Bonds, a low-cost source of financing. (Bond financing can be as low as 75% of prime.) The City and County will also discount the packaging fee by 50%, resulting in substantial up-front savings.
San Joaquin Delta College Small Business Development Center (SBDC)
Services offered by the Small Business Development include:
- business plan writing assistance,
- mystery shopper/dinner programs,
- access to an SBA library, and
- workshops and classes.
