Homelessness is a complex societal issue created by factors including lack of affordable housing, mental illness, and substance abuse, among others. In recent years, the number of unsheltered or homeless individuals has increased not just in Manteca, but throughout the state of California. The City has taken a strategic and regional approach to address homelessness by working with the City’s regional partners to direct individuals experiencing homelessness to resources within San Joaquin County. The Manteca Police Department has been responsive to concerns related to homelessness and continues to actively monitor incidents while respecting the rights of homeless individuals and ensuring public safety.

Inner City Action - Homeless Emergency Center
Homelessness continues to be a top priority for City Council and City staff. Inner City Action in the City of Manteca will continue operating a homeless emergency center through March 31, 2022. If you are in need of services, go to 555 Industrial Park Drive. The City accepts vehicles such as mobile homes and trailers, but all meals will be served inside the tent.

Manteca Community Resource Officers (CRO)
The City of Manteca employs two CROs dedicated to assisting the homeless community, responding to residents, and addressing the concerns of local businesses. If you are homeless and seeking assistance please contact our CROs at (209) 456-8237.

State of Homelessness in the City and County (PIT Count)
The Point-in-Time (PIT) Count is an annual census and survey to identify the sheltered and unsheltered homeless population across San Joaquin County. This count is required for all recipients of Housing and Urban Development (HUD) funding. The PIT Count takes place during January each year.
