Utility Services-Discontinue Service

It is your responsibility to notify the City when you move or wish to make any changes to your residential utility account. The water meter will be read within 1 business day of your requested closing date or receipt of your request, whichever is later. A final bill will be prepared based on the closing date and will be prorated from the last month's service through the closing date. You may request to discontinue utility services by completing a Move-Out Application form and submitting it via fax at (209) 923-8930, via email to, or in person at City Hall in the Finance Department

Utility Services-Payment Options

The utility bill is sent out every month. Payment is due on the 15th of each month with a grace period to that last working day of the month. Payments received after the delinquent date will be subject to late fees/penalties. You can pay your bill using the following methods:
  • Automated Bill Pay
    Sign up for this free service and your bill will be automatically be deducted from your checking account on the scheduled due date. Please complete the Automated Bill Pay Form and submit with a voided check to the Finance Department. Important: Continue to pay your utility bill each month, until the notice "BANK DRAFT" appears on your billing statement.
  • Utility Services-Online Payment
    You may pay your bill on-line with a Visa, Mastercard or Discover card by clicking here. Online credit card payments are not automatic and you are responsible for checking your online billing statement monthly and authorizing payment by the delinquent date.
  • Pay-by-phone
    Use our automated phone system to pay by VISA Mastercard, or Discover . These payments are a one-time transaction. This option is available 24/7 at no cost for the customer. Please call 209-456-8740 and follow the prompts to make a payment.
  • By Mail
    The City of Manteca has implemented a lockbox deposit service for all mailed in utility payments. Effective immediately, please mail all payments to:

    Please do not staple or tape your checks to your payment coupon. Doing so may cause a processing delay for your payment. Please ensure that each check sent comes with the original payment coupon for accurate processing. Checks sent without a payment coupon or copies of the payment coupon may experience a delay in payment processing.
  • In Person
    Pay in person at City Hall. Payments are accepted at the Finance Department during normal business hours. After hours, you may drop your check or money order (no cash please) in the drop boxes located in the parking lot.
  • Low Income Assistance
    Reduced rates for qualified low income seniors is available. Inquire at the Finance Department, or download the Senior Sewer Rebate and Senior Refuse Discount forms, complete as outlined on the form and submit to the Finance Department for approval with all required income and age verification.
  • Paperless Billing
    Online paperless billing is available free of charge to all customers. Once enrolled in this service, an electronic bill will be sent to you monthly. To sign-up for Paperless Billing click here. To login you will need your account number and the last name of the account holder. Once logged in, select eBill Enrollment.
  • On-line Account Access
    Online account access is available free of charge to all customers. To login you will need your account number and the last name of the account holder. On-line access allows you to review information such as Billing, Balance, Meter Reading and Usage history. You may also pay your bill with a Visa, Mastercard or Discover card.

Utility Services-Start New Service

Manteca residents can sign-up for utility services by visiting the City of Manteca Finance Department located at 1001 W Center St, by emailing a signed Move-In Application to , or by faxing a signed Move-In Application Form to (209) 923-8930. Please note, copies of your rental agreement, escrow closing documents and government issued ID are required to be submitted with your application. If you are acting on behalf of the property owner a Property Management agreement will be required.

A deposit of $100 is required from all residents. The deposit shall remain on the account until satisfactory status has been reached. Satisfactory status is defined as two or less delinquent notices in a consecutive twelve-month period. If you move to a new city service location, a new account will be opened and a new deposit will be required to start services.

A deposit will be due at the time services are activated. If you choose to email or fax the Move-In Application Form, you will need to provide a credit card account number for the deposit. A night depository is also available for after-hours drop off. Please be sure to only place a check or money order in the night depository - no cash.

Payments & Fees
Utility bills for the prior month's use are processed around the 15th of the month. All bills are due on the 15th of the following month. Any charges not paid by the delinquent date specified on the bill will be subject to a penalty (2% for water and sewer and 10% for solid waste). In addition, delinquent accounts may be subject to disconnection. If services are processed for disconnection, a $25.00 reconnection fee, a $100 deposit (if one does not exist) plus all balances owing will be required to maintain and/or restore service. A $15.00 charge will be assessed for all returned payments and once two (2) returned payments are received from a customer, the City of Manteca may request cash payment for all future transactions.

Only City personnel are authorized to disconnect or reconnect water service at the meter.
Any damage caused by unauthorized tampering may be subject to other fees.
