Housing Element

State law recognizes the vital role local governments play in the supply and affordability of housing.  Each local government in California is required to adopt a comprehensive, long-term general plan for its physical development.  The housing element is one of the seven mandated elements of the general plan.  State law requires local government plans to address the existing and projected housing needs of all economic segments of the community through their housing elements.

As required by State law, the housing element shall consist of an identification and analysis of existing and projected housing needs and a statement of goals, policies, quantified objectives, financial resources, and scheduled programs for the preservation, improvement, and development of housing.  The housing element must also identify adequate sites for housing, including rental housing, factory-built housing, mobile homes, and emergency shelters, and shall make adequate provision for the existing and projected needs of all economic segments of the community.

The City of Manteca last updated its Housing Element in 2004.  The Element served a 7½-year planning period from January 1, 2001, to June 30, 2008.  The City previously adopted a 1992 Housing Element before the 2004 document.

The current (2009) Housing Element is a comprehensive update of the 2004 Housing Element.  The 7½- year planning period is for January 1, 2007, to June 30, 2014.  When adopted, the Housing Element will become part of the City of Manteca General Plan.
